That's a great question. Actually, Turkish doesn't break years into two parts like we do in English (nineteen ninety-six). Turks just read it like one number.
So 1996 is "one thousand, nine hundred, ninety six" : bin dokuz yüz doksan altı.
2013: iki bin on üç

English text spells: twentyfourtousand.... with a comma, like this: 24,567 LIRA
Germans write like this: 24.567 Lira (with a dot).
How do Turkish do? .............

How do you do for a part - less than ONE: o,50 Liter ...(With a comma) and not using "yarim, bucuk, ..." (Sorry no turkish letter available just now).

Like the Germans, Turkish uses 24.567 Lira and 0,5 Liters.
You will see the reversed usage very occasionally, but the above is standard. Did that answer all your questions?

Is "seksen" pronounced as [seksan]? It is not a first time when I hear it.
I was wondering; is there a special way to say the years just like in English? For example, 1996 is read nineteen ninety-six.
